Europe’s Automotive Future Must Include Microcars

Microcar Coalition response to the European Commission’s new Automotive Action initiatives

Brussels, September 2025 — The Microcar Coalition welcomes the European Commission’s renewed commitment to strengthening Europe’s automotive industry, announced at the third Strategic Dialogue on the Future of the European Automotive Industry. As new partnerships and alliances are formed to accelerate electrification, autonomous technology, and sustainable innovation, one thing is clear: the transformation of European mobility is well underway.

But as Europe sets its sights on becoming a global leader in connected, automated, and zero-emission transport, it is vital that the transition remains inclusive — in size, purpose, and accessibility. The L7e class of vehicles, also known as microcars or heavy quadricycles, represents one of the most effective tools to achieve this.

Microcars consume up to 80% less energy than conventional electric vehicles, use smaller batteries, and require far fewer raw materials — directly supporting the Commission’s goals on critical material dependency and sustainable production. They address urban congestion and space limitations, providing affordable, zero-emission mobility where larger vehicles simply don’t fit.

While the newly launched European Connected and Autonomous Vehicles Alliance (ECAVA) and the Automotive Research & Innovation Memorandum of Understanding mark significant steps forward, we urge EU policymakers to ensure that light electric vehicles (L-category, including L7e) are not left out of this new industrial momentum. The same innovation and policy focus applied to large EVs and autonomous systems must extend to the micro-mobility segment — one that can immediately deliver environmental and social impact in European cities.

As the Commission moves ahead with its Automotive Action Plan and reviews CO₂ standards for cars and vans, the Microcar Coalition calls for the inclusion of L7e vehicles in future fleet emission frameworks, funding schemes, and industrial partnerships. The road to European leadership in clean and connected mobility will only be complete when it also empowers the most efficient form of mobility — compact, clean, and European by design.
