What is L7e?
L7e stands for heavy quadricycles — compact, fully enclosed vehicles that offer the comfort of a car and the efficiency of a scooter. They are part of the EU’s official vehicle classification under Regulation (EU) 168/2013 and play a crucial role in making transport cleaner, safer, and more space-efficient.
L7e vehicles are limited to 15 kW power and 450 kg (650 kg for cargo) mass.They are road-legal across the EU and designed for short-distance urban travel. This class bridges the gap between two-wheelers and passenger cars — combining low emissions, high efficiency, and everyday practicality.

Studies by DLR and T&E show that L7e vehicles consume up to 80 % less energy than conventional electric cars and use far fewer materials. They make urban transport accessible, affordable, and sustainable — proving that the future of mobility doesn’t have to be heavy to be effective.

Despite their benefits, L7e microcars are still excluded from CO₂ fleet targets and most electric vehicle incentives. Including them in EU policy would accelerate emission reduction, strengthen European manufacturing, and make clean mobility achievable for everyone.
